Contacting the ITU directly
On April 12, 1999, Ron Hashiro, AH6RH, received a response from the ITU regarding a request to intervene relative to the upcoming Amateur Space activity by Swatch onboard the Beatnik / Sputnik-99 / RS-19 satellite. The ITU requested that as a first step, that the matter be brought to the attention of "the Administration responsible for Telecommunication matters in your country". In the US, this would be the FCC.
The ITU also requested that this information be circulated among those who could have been invited to send the same request to the ITU. The text can be viewed at Ron Hashiro's Beatnik information site. His original letter to the ITU is also on the site, and I heartily recommend it as a template for your communications with the Federal Communications Commission or your local regulatory agency. Again, please make all your communications with them formal and as specific as possible. I suggest including your amateur callsign and valid postal address and telephone number with all messages to add to their credibility.
In light of this, No-Code International has compiled a comprehensive list of important e-mail (and some postal) addresses to whom you should address your protest of Swatch's announced intention to flood the Amateur Satellite Service bands with messages of a commercial nature.
Also, in case it's not listed on the NCI page, Dennis Dease, N4NR, reports that the Swiss OFCOM Federal Office for Communications, (Presentation of the International Relations service (IR)) can be contacted at IR@bakom.admin.ch. The Presentation of the International Relations service represents or co-ordinates the representation of Switzerland in the international organisations dedicated to the fields at a world-wide level, like the ITU (International Telecommunication Union).
